ORGANISATIONAL ENVIRONMENT
The Department of Justice provides the primary organisational, policy and management focus for the Justice portfolio comprising six separate ministerial responsibilities:
Attorney-General;
Minister for Police and Emergency Services;
Minister for Corrections;
Minister for Consumer Affairs;
Minister for Gaming; and
Minister for Racing.
The Department has a unique combination of service delivery obligations and strategic policy responsibilities. The primary objectives of the Department are to:
provide protection for the rights and freedoms of all people through a fair and just system of criminal justice and an accessible, equitable and responsive civil justice system;
ensure civil order is preserved through the prevention and detection of crime, and ensure the protection of individuals and property through the prevention and suppression of fires, and the provision of co-ordinated emergency services;
provide a safe, just and humane correctional system;
provide an effective framework for fair trading and business affairs; and
provide policy regulatory and advocacy services that achieves a responsible, safe and sustainable environment for gambling and racing.
BUSINESS UNIT ENVIRONMENT
The Indigenous Issues Unit, within the Department of Justice’s Community and Strategic Operations Branch, is primarily responsible for co-ordinating implementation of the Victorian Aboriginal Justice Agreement (AJA2) across the Victorian Government and justice system. In 1991, the Royal Commission into Aboriginal Deaths in Custody made recommendations toward decreasing Indigenous peoples’ over-representation in Australia’s criminal justice system.
The AJA2 is the Victorian Government’s primary vehicle for coordinating initiatives aiming to do this. It has established extensive Government and Community networks through its Regional Aboriginal Justice Advisory Committee (RAJAC) and Local Aboriginal Justice Action Committee (LAJAC) Networks and uses them to effectively deliver initiatives including the Community Initiative Program, Night Patrol Program, Frontline Youth Initiatives Program, Koori Offender Support and Mentoring Program and other initiatives in accordance with the AJA.
OUR OBJECTIVES
The objectives for Indigenous Issues Unit are to:
assist in achieving justice outcomes for the Koori community;
provide and develop leadership in the implementation of the AJA2;
build the capability in Justice and the Koori community to develop and deliver effective and efficient justice services to the Koori community;
monitor, review and propose improvements to the delivery of the AJA; and
provide executive services to the key Indigenous Issues forums and committees.

THE ROLE
The primary responsibility of this newly created position is to assist the Manager, Community Programs with the administration and coordination of the Regional Aboriginal Justice Advisory Committee (RAJAC) and Local Aboriginal Justice Action Committee (LAJAC) as well as providing support services to the committee. The successful applicant will also be required to provide assistance to the Co-ordinator, Koori Recruitment and Career Development Strategy.
KEY ACCOUNTABILITIES
Assist in the administration and coordination of the RAJAC/LAJAC functions and implementation of the Regional Justice Plans.
Provide the necessary administrative support to the Manager, Community Programs to meet the priorities of the area within required timeframes including, but not limited to, the monitoring and collation of all RAJAC minutes, agenda and relevant documents for each meeting and the collation of weekly and monthly reports of each RAJAC Executive Officer.
Provide a range of administrative functions to support the Indigenous Issues Unit and other functions associated with AJA activities.
Assist in the work of the Koori Recruitment and Career Development Strategy including the Koori Tertiary Scholarship, Indigenous Cultural Awareness Training and Gateways to Justice.
Establish and promote effective relationships between the Department of Justice, the Koori community and other agencies at all levels of governments in accordance with the goals of the AJA.
KEY SELECTION CRITERIA
A demonstrated knowledge and understanding of the Victorian Koori Community, both society and culture and the issues impacting on it.
A demonstrated ability to communicate sensitively and effectively with members of the Victorian Koori Community and in particular, with the RAJAC and LAJAC Networks.
Highly demonstrated organisational skills with the ability to work within strict timelines.
Demonstrated ability to provide support to the Koori Recruitment and Career Development Strategy.
Well developed interpersonal and communication skills, with a demonstrated ability to negotiate with a broad range of stakeholders.
Ability to work independently as well as part of a team.

MANDATORY REQUIREMENTS
Current Victorian Driver’s Licence as the position requires visitation to regional areas of Victoria.

Wilson Street multi-deck available for use

Wilson Street multi-deck available for use

AlburyCity’s first multi-deck public carpark will be open for use by the public from this Thursday (August 26).

The availability of the free carpark in Wilson Street will greatly ease the car-parking situation for the opening of the LibraryMuseum the next day.

The carpark was built at a cost of $4.3 million.

Access is from both Wilson and Olive Streets, has a total of 359 spaces – 116 at street level, 110 on levels one and 118 on level 2. There will be 15 disabled car parking spaces.

Lift access is provided for the upper levels.

The Olive Street end includes 60 spaces at street level where there is unrestricted height. The rest of the park has a 2.3 metre height limit.

The park will be open 24 hours a day each day.

MEDIA NOTE: Mayor Cr Amanda Duncan-Strelec will drive to the top of the carpark at 11am today (Tuesday 24 July) and will be available for media interviews.

Waterwatch is a community monitoring program that assists the community to implement water monitoring to raise awareness of water quality issues and facilitates on-ground actions that leads to the improvement of our waterways.


An opportunity exists for an enterprising individual with experience in science based education, natural resource management or water quality monitoring to assist with the facilitation of the North East Waterwatch program within Primary and Secondary schools in the North East and within the broader community.

The successful applicant must have excellent communication, organisational and computer skills hold current drivers and be able to demonstrate the ability to participate in community education and awareness events. A basic knowledge of water quality, natural resource management and community monitoring would be an advantage.



The position is full time and classified Band 5 under the North East Catchment Management Authority Certified Agreement 2005. This equates to a salary range of $ 39,454 to $ 45,073

The Community Celebrations occur between 5pm to 8pm on Friday 27th of July. Join us to celebrate the opening of Albury's LibraryMuseum. There will be a spectacular sound and light show featuring Voices of the Murray, the Murray Conservatorium Choir and Chamber Orchestra and the Flying Fruit Fly Circus. The qualification gained from completion of this course is part of the Conservation and Land Management Training Package. It is an introductory training program and allows for the achievement of the common core units of competence at AQF 2.
These units include:

Observe Environmental work practices
Provide basic First Aid
Work effectively in the industry
Participate in workplace communication
The course provides a platform from which learners are introduced to industry specialisations that exist under the umbrella of the Conservation and Land Management Industry. This will enable them to decide whether they wish to enter the industry and if so, which sector or specific discipline they want to work within.
This course provides skills and knowledge and an understanding of cultural protocols for both Indigenous and non-Indigenous learners working in
or intending to work in the Indigenous land management industry.
This course provides a range of elective options. Depending on their selection, graduates of this course will be able to work under supervision, to undertake a range of duties that include protecting indigenous plants and animals in national parks, reserves and forests, operating and maintaining plant and equipment used in national parks, reserves, forest and on farms and preserving sites of cultural heritage and significance.
Graduates may also be employed as tour guides and cultural and heritage officers. However, these duties would pertain to and have a strong association and focus with conservation and land management. The course also contains two units which specifically relate to site and country. Access and permission to enter specific sites and country must be negotiated with appropriate local Councils and communities.
Graduates may be employed (under supervision) as:
community rangers
marine rangers
National Park assistants
Tourist guides
Cultural Heritage officers
However, these duties would pertain to and have a strong association and focus with conservation and land management.
ENTRY REQUIREMENTS
There are no formal educational requirements for entry to this course.
To be eligible to apply for a Shooter's Licence (NSW), or an Explosive User's

and public transport sectors.
The North East Transport Options Project Officers
are responsible to the North East Transport
Options Project Management Committee for
project direction. This committee comprises
representatives from the Rural City of Wangaratta,
City of Wodonga, Indigo Shire Council, Towong
Shire Council, Alpine Shire Council, Ovens & King
and Upper Hume Community Health Services,
Alpine Health, the North East Local Learning
and Employment Network and Community
Assessability Inc.
Community Accessability Inc and Ovens& King
Community Health will employ one project worker
each on behalf of the above partnership group.
The employer will be responsible for the personal
and professional conduct of each worker.
The funding for these positions is of three
years duration and is a result of the successful
submission to the Transport Connections
Program funded by the Department for Victorian
Communities.
These positions will utilise community
development principles and are reliant on a high
level of community participation, engagement
and consultation. The positions will be based in
Myrtleford and Wodonga with the capacity to
provide outreach to the rest of the project area.
It is expected these two positions will work closely
together to improve and enhance transport
services in the project area.

Description
Authentic Aboriginal Art Workshop by David DunnSuitable for a school, as a presentation at a festival, conference, or a similar event. Each 3 hour workshop includes:
Introduction to Aboriginal culture focusing on Wiradjuri people
Demonstration of Aboriginal art techniques and explanation of dreamtime story painting
minimum 2 hour art workshop with instructions and hands-on assistance given to up to 20 participants (larger groups should be split into multiple sessions)
The workshop is usually either morning or afternoon session, which would be scheduled to fit into your event's program. Teambuilding sessions can be arranged to suit your needs as well. Materials for the demonstration are included, workshop participants that want to create their own artwork need to supply their own materials (instructions will be given in advance). Event organisers have to cover costs if applicable (accommodation and travel) - this does not apply if event is within Albury-Wodonga region.
About David DunnDavid Dunn is a recognised Aboriginal artist with experience of over 20 years of exhibiting in Australia and abroad. David's workshops have been very popular recently with schools and at events such as the Man from Snowy River festival in Corryong.

You may have heard the news that due to no funding, Odyssey House at Benalla will be forced to close their doors. Odyssey House says its facility at Molyullah, near Benalla, will close permanently if it does not get help from the Victorian Government.This shortfall of funding affects many people in the North East of Victoria, and we collectively need to voice our feelings to the ‘Brack’s Government’ who consistently claim that it is a Federal Government problem.Federal problem or not, the affects will be incurred by many people suffering from the addiction to Alcohol and/or Drugs who desperately seek to change their lives.Please help us in keeping the doors of ‘Odyssey House’ OPEN by adding your name to the attached petition and forwarding it on to your friends and contacts.

A voice from the heartland

The Age yesterday received the following letter from a 13-year-old girl, written on behalf of her grandfather, a Warlpiri man from the NT.
I COME from one of the largest remote communities in the Northern Territory. Mal Brough and his team consulted the wrong people. He talked to only a handful and some are offenders themselves How can we come to meeting when I can't tell time? We wanted to say things but he left so fast. Some of the things he said are not what we agree on. Traditional owners cannot speak for us.
We never heard of all this rape and constant drinking here. That stuff happens mostly in the town areas. There is some but not the same as he says. Maybe same as Sydney or Adelaide.
If we have problem we always sort it out ourself. Spears stop even the worst of them. If bad stuff happens, they wait till night. Police don't patrol at night and our night patrol can't get money. Me and my family feel safer (with) night patrol than police. Police treat us like dogs sometimes.
Most drinking here is done by whitefellas who have drinking permit and we know they touch our kids but they all stick up against us when we talk. How can we talk when they are our boss for work? They are all drinking mates as well. Nurse drink with mechanic, store manager, police and more.
We don't like our kids to enter the white housing areas in our community. They don't even want to live with us. This makes us feel less than them.
But they love us at royalty time when they sell us a cheap bomb car for thousands. Some cars don't last a month. I sell a painting for $50 and in town my painting sell for $1000.
I love my kids same as you. Kids are my future. I do everything I know to help my kids, but Howard calls me a raper and will take half our money as punishment. Is that fair? How would you like that to happen to you?
Our law is strong in communities and we have strong rules for marriage. I want my kids to learn but why should our kids get education? There are no jobs here anyway, all the big jobs are taken by whitefellas.
They won't give us a go because they want the money. We don't have a say in our own programs and the salary money goes to their mates they bring up. We don't even know some of these people who work here. Who picked them? Like we are not good enough. We have ideas too and we want to do things but no one can help us.
If we make mistake, is that OK? That's how we all learn, by mistake. In the city you get many choices, sometimes we don't get a single choice. If we report any problems here, no one listens. They call us troublemakers or radicals. They rubbish us to our own family. They say our own family is against us, they try to make us feel shame.
I can't speak good English but I want a say in things. We can stop most of these tricks and whitefellas from touching our kids and selling us porn and grog, but permit system gone now.
Maybe it's best to just keep quiet and say nothing. We never took up a gun before because fighting is wrong. But I think they want a war with us now. What did we do wrong? How can I lead when I'm scared too? I want you to come to our communities to see how things really are and hear our stories. I think you will cry when you hear them.
